The <em>Smugtown Beacon</em> has acquired the email correspondence between a neighborhood group and their Neighborhood Service Center coordinator, Jose Cruz. In these communications, it is clear that the "buck stops here" is not a philosophy distributed uniformly throughout the city administration.
